According to excerpts from the story:

Restaurateur Greg Gilmore won a two-week reprieve Tuesday from city commissioners who are eager to see him turn an old library branch into a neighborhood cafe.

“We are committed to bringing a quality project to the neighborhood one way or another,” he said. “Whether it’s us or somebody else, we want to be good stewards of a great historic building.”

Gilmore, who owns a chain of restaurants throughout West Michigan, posted a $20,000 performance bond when he bought the building to assure city officials he would deliver on his promise to open a coffee shop and bakery by July 1, 2004.
