According to the story:
The State's 21st Century Jobs Fund awarded the Michigan Pre-Seed Capital Fund $8.5 million dollars for companies creating the newest technologies in Michigan's 12 SmartZones. Those technologies can come from four different disciplines: life sciences, homeland security and defense, manufacturing and materials, and alternative energy.
The money will aid early stage companies who may have exhausted research grants and accelerator services, and need that extra funding to get them ready for investments from angel investors and private funds.
