Is Whitehall's downtown blueprint plan spurring development fast enough?

One year after moving forward to implement downtown improvements recommended by a municipal study, Whitehall business owners say that what's been done so far is good, but not enough. Some merchants say the recruitment of new retail and the promotion of downtown living are key.

According to excerpts from the story:

Downtown Whitehall is beginning to look ‘cooler’, but some merchants are saying the business district has a long ways to go before it is a vital retail destination.

This past year Muskegon Area First has been working with Whitehall’s Tax Increment Financing Authority, and the Downtown Whitehall Blueprint committees to implement a plan.

But, current beautification, promotional and marketing efforts are not enough for some of the merchants and city officials.
